If you are budget conscious, I would pick Paros - Santorini tends to be ridiculously expensive. The islands of Santorini and Paros are well-connected by ferry in the busy summer tourist season, with more frequent ferries in July and August than in May, June, and September. Both have good options for exploring (archaeological sites and museum, traditional villages) although the site of Ancient Thira (on Santorini) is more impressive than any of the four archaeological sites on Paros that I'm aware of.
